摘要
美、英、日、俄等国天然气市场发展历程都经过了启动期、发展期(快速发展期、稳定发展期)和成熟期,分析这些发展历程特征,认为中国天然气市场处于发展期快速发展阶段。气源供应稳定,基础设施完善,政策支持倾斜,体制机制健全等是促进天然气市场成熟的基本条件。为促进中国天然气市场向成熟阶段发展,建议:1)确立天然气主体能源地位,加快法律法规等多方面建设;2)确保资源稳定供应,为天然气市场发展提供保障;3)完善天然气基础设施建设,加大管输和储气规模;4)全面深化体制机制改革,为天然气市场发展注入新活力。
The development of natural gas market in the United States, Britain, Japan, Russia and other countries has gone through the starting period, development period（rapid development period, stable development period） and maturity period. This paper concludes China is currently in the stage of rapid development of natural gas market development on the basis of analysis of the characteristics of these development processes. In order to promote the development of natural gas market towards mature stage, it is necessary to ensure the stable supply of gas, complete infrastructure with policy support and sound system mechanisms. It suggests establishing the main energy status of natural gas and accelerating the construction of laws and regulations; ensuring the stable supply of resources and providing guarantee for the development of natural gas market; improving the construction of natural gas infrastructure and increasing the scale of pipeline transportation and gas storage; deepening the reform of the system and mechanism, and injecting new vitality into the development of the natural gas market.
