摘要
随着市场经济的发展，企业作为市场主体地位的确立以及政府机构改革的逐步实施，行业协会商会的角色与功能变得越来越重要。在政会关系的不断变革中行业协会商会究竟有着怎样的发展？本文在对改革开放后国家层面发布的与行业协会商会有关的政策文本进行筛选后，通过政策年度、政策层次以及政策内容三个维度进行政策文本分析，给出以下建议：首先顺应社会时代变革，精确行业协会商会定位；其次要优化政策结构体系，推动政策法规有效实施；最后加强政策工具协同，激发行业协会商会潜力。
With the development of market economy, the establishment of enterprises as the main body of the market, and the gradual implementation of the reform of government agencies, the role and function of industry association become more and more important. What kind of development does the industry association have in the continuous transformation of political and social relations？ This paper screens the policy texts about the industry associations which is published at the national level after the reform and opening up. Then it analyzes policy texts through the three dimensions of policy year, policy level and policy content. It draws several conclusions. First, clarify the position of policy makers in industry association should be clarifel. Secondly, ue should improve the development policy system of the industry association and fully stimulates the potential of the industry association.
