摘要
从社会治理层面看,组织治理抑或村庄治理,是社会学界研究项目进村这一总体性社会事实形成的两种主要学术理路。组织治理视角突出组织本位,主张将项目进村放置在组织行动逻辑及其组织治理关系中,探讨项目进村与政府间组织行为、权威关系、分层治理、角色转换、组织动员等问题之同构性。村庄治理视角视村庄为治理主体,强调将项目进村嵌入到村庄关系网络中,从村庄内部理解这一治理性事件对村落秩序、村庄团结、社区治理、权力利益关系重构等问题的影响。从系统论层面看,两种视角在认知项目进村的嵌入性、治理主体结构及治理规则等问题上存在重大缺陷。而由单向嵌入转向双重嵌入、由组织本位抑或村庄本位转向农民本位、由治理主体转向治理规则,则是拓展项目进村研究问题的三个相互关联的理论维度。
Organizational governance and rural governance are two academic theories formed in the sociological study on projects entering the village as a holistic social fact. The perspective of organizational governance highlights the organization standard,advocates placing projects entering the village in the relationship between organizational action logic and organizational governance and explores the isomorphism between projects entering the village and issues like intergovernmental organizational behavior,authoritative relation,hierarchical governance,role transformation,and organizational mobilization. Under the perspective of rural governance,village is treated as the governance body,embedding projects entering the village into the network of village relationships is emphasized,and the effects of the governance event on village order,village unity,community governance,reconstruction of relationships between power and interests are understood from inside the village. From the level of system theory,the above two perspectives have major defects in cognizing the embeddedness of projects entering the village,the structure of governance body and the governance rule and other related issues. And the transitions from one- way embedding to two- way embedding,from organization standard or village standard to villager standard,and from governance body to governance rule will be three interrelated theoretical dimensions in expanding the study on projects entering the village.
