摘要
政府绩效评估就是对政府公共部门管理过程中投入、产出、中期成果和最终成果所反映的绩效进行评定和划分等级 ,它是在 2 0世纪 80年代西方国家政府改革过程中形成和发展起来的 ,贯穿了公共责任和顾客至上的管理理念。政府绩效评估指向的是政府公共部门的特殊职能 ;意味着政府公共部门与社会公众之间信息的交流与沟通。政府绩效评估是由收集资料、确定评估目标、划分评估项目、绩效测定及其评估结果使用等组成的行为体系。
Performance measurement of government is to evaluate and grade the performance of inputs, outputs, intermediate outputs, and end outputs in the process of the governments administration. It was shaped and developed in the course of government reform in western countries in the mid 1980s, containing the idea of public accountability and idea of the customer first. Performance measurement of government refers to the particular functions of public administration and indicates the information communication between public administrations and the public. The basic methods and processes of performance measurement of government include: gathering information, making evaluating standards, and dividing evaluating programs. Performance measurement of government is of certain significance for Chinas government administration using for reference since the entry into WTO.
