In the thesis, the concept of regulation and the necessity of regulation are firstly expounded. The main factor which affectg regulation is also analyzed. Then, the transition and the regulation′s effecdt of highway freight trade′s regime are investigated, and the reason of the invalidation of regulation is analyzed by exerting the basic theories of regulation economics and criterion economics. At last, it is discussed on how to manage the highway freight trade after entering WTO.
