摘要
This paper examines institutional barriers by differentiating migration into two processes: (1) moving out from the countryside, and (2) settling in the city. The reform has motivated young farmers to step the first process, whereas the remaining barriers block up further mobility by deterring the second process. To spring up the migration, the further institutional reform is inevitable.
