摘要
大量事实表明政府统计工作不能适应统计信息的多层次、多元化需求 ,原因综合起来 :一是统计法律不完善 ;二是统计组织系统设置不科学 ,根源在政府统计体制。根本性改革设想是国家政府统计体制由国家统计委员会系统、国家综合统计局系统和国家部委统计系统三个部分组成 ,各部分关系、职能、管理方式等的阐述及综合评价表明 ,这是一个有科学性又具备实践操作性的可行改革方案。
Many evidences indicate that the governmental statistics could not meet the needs of the multi-gradations and pluralism of statistical information. The synthetically causes are:imperfection of the statistical law;non-scientific facilities of the statistical organization structure, which originates in the governmental statistical system. The envisaged reform thoroughly of the governmental statistical system should be composed of the three parts: the state statistical committee system, the state comprehensive statistical bureau system and the state ministries and commissions system. The explanation and comprehensive evaluation of the relations, functions and managing methods of the each part show that it is a practical reform project with scientific and practical operations.
