摘要
构建党内法规制度建设保障体系是为了推进党内法规制度建设历史逻辑、现实逻辑和发展逻辑的有机统一。文章通过厘清党内法规制度建设保障体系与党内法规制度体系、党内法规制度实施体系的关系,明确三者在逻辑上并非相互独立、泾渭分明,在内容上各有侧重、特征明显,在功能上相互协调、相互促进、缺一不可,进而提出党内法规制度建设保障体系主要由组织领导保障、人才队伍保障、工作条件保障、工作机制保障、思想文化保障和理论研究保障等六部分组成,是在组织领导保障下硬件保障和软件保障协调发力的体系结构。目前应以组织领导建设为核心,以硬件建设为基础,以软件建设为关键,加快构建党内法规制度建设保障体系。
Communist Party of China has been constructing the guarantee system of inner-Party laws and regulations,which contributes to the logical combination of history,reality and development of inner-Party laws and regulations.The article clarifies the relationship among guarantee system of inner-Party laws and regulations,inner-Party laws and regulations system,and implementation system of inner-Party laws and regulations.It’s clear that the three are not logically independent and distinct from each other.They have their own emphases and obvious characteristics,functionally promoting and coordinating with one another.The guarantee system is composed of six parts,including guarantee of organizational leadership,of talent team,working condition,working mechanism,ideology and culture,and theoretical research.It’s an architecture that consists of hardware guarantee,software guarantee and organizational leadership guarantee.At present,we should regard leadership construction as the core,hardware construction as the basis,and software construction as the key,so as to speed up the building of the guarantee system of inner-Party laws and regulations.
