摘要
本文通过对中国等多民族国家民族政治实践的考察,指出民族共治是与民族自治同时存在的事实,并通过对现代多民族国家民族政治理论和原理的论证与揭示,提出了“双向两层面民族共治”的命题。“双向共治”一是指参与管理,二是指接受管理;“两层面共治”一是指国家层面的管理,二是指民族自治地方层面的管理。民族共治是现时代民族发展和多民族国家统一建设的必然和合理要求,它与民族政治民主和共和“三位一体”,是现代多民族国家民族政治生活的纲领性命题,而“自治”、“参与”等少数民族政治权利诉求和保障则属于子目问题。
By examining the ethno-political practice in ethnically plural countries such as China and some others, this paper points out that the jointnomy, i.e. co-governance, is a fact co-existing with the autonomy. Also, by demonstrating and revealing the theories and principles concerning ethno-politics in contemporary ethnically plural countries, the paper puts forward the proposition of bi-directional jointnomy at two levels. Here, the term of bi-directional jointnomy refers to the participation to governance on the one hand and to the acceptance of governance on the other; the term of jointnomy at two levels stands for the governance both at the national level and at the level of ethno-national autonomous regions. The ethno-national jointnomy is the necessity and logical requirement of the ethno-national development and unification of ethnically plural countries in contemporary times. As a guiding proposition of ethno-politics in contemporary ethnically plural countries, it makes up a trinity together with ethno-politics and democratic republic, while the pursuits and guarantees of the political rights of ethnic minority, such as autonomy and participation, are classified to the sub-title issues.
