摘要 阐述了国有企业所有权与经营权分离理论 ,回顾了公立医疗机构经营机制改革历程 ,认为改制医院存在诸多缺陷 ,实现“两权分离”困难重重。要在公立医疗机构实行所有权和经营权真正意义上的分离 ,可以采取政府作为债权人的方案 ,但是需要建立成熟的医疗服务市场、科学的产权评估体系 ,完善所有权的约束机制和法律法规 ,处理好经济效益和社会效益、积累与分配的关系 ,转变政府职能等为前提。 Describing the theory of the division of the rights between property and management in national corporations and reviewing the course of the management mechanism reform in public medical institutions, the author considered there was much limitation in the reformed hospitals, which made the division of the rights difficult. To implement the division of the rights between property and management in public medical institutions, the government might act as the creditor. Furthermore, we should establish perfect medical services market and evaluation system for property right, perfect the restriction mechanism and regulations, deal well with the relationships between social benefit and economic benefit and distribution, and change the functions of the government.
