摘要
通过一体化中医医联体建设,进行了包括区县公立医院托管及基层一级医疗机构由收支两条线的全额拨款单位改为差额拨款单位等体制机制突破,构建了市、区、镇、村一体化中医医疗服务体系,通过建立一整套医联体管理机制、专家团队的逐级下沉、基层人才的分层级培养、医技科室的一体化管理、协助基层医院开展特色专科建设等措施,有效地提高了基层服务能力,推进了分级诊疗。为有效实现分级诊疗提供了可供复制的成功经验,对深化医疗改革做出新探索。
An integrated Traditional Chinese medicine medical service system of city,district,town and village level was constructed through integrated traditional Chinese medicine conjoined construction by breaking the full allocation system,initiating institutional balance allocation and reforming the county public hospital trusteeship of the grass-roots level medical institutions.The community medical service was effectively enhanced and the classification of diagnosis and treatment was promoted through the establishment of a set of conjoined systems,experts management mechanism,grass-roots talents training,hierarchical medical departments and assisting the integrated management of specialty construction in the primary hospitals,which provided successful experience in realizing the classification of diagnosis and treatment and made a new exploration of deepening medical reform.
