摘要
永久基本农田划定既要考虑耕地的自然质量条件,又要考虑经济、社会、生态、规划等因素,开展立地条件评价已经成为永久基本农田划定的重要技术支撑。本研究以上海市为例,运用LESA体系(land evaluation and site assessment),构建由正向因子和反向因子共同组成的多因素因子评价指标体系,采用GIS空间分析的手段进行基本农田立地条件评价分析。结果表明,LESA体系综合评价能够充分考虑区域的差异性,全面体现各类因素的适宜性和限制性,能够为永久基本农田划定提供较综合全面的决策参考。
Assessment of farmland should consider the natural quality of cultivated land,as well as economic,sociological,ecological,and planning factors.This is particularly important in the delineation of permanent prime farmland.UsingShanghai City as an example,this study constructs a multi-factor evaluation index,composed of positive and reverse factors,using the land evaluation and site assessment(LESA)system and GIS spatial analysis.The results show that assessmentusing the LESA system can fully account for regional differences,comprehensively reflect the suitability(or lack thereof)ofvarious factors,and provide a more comprehensive reference for decisions on the delineation of permanent prime farmland.
