摘要
上海要建设开放度最高自贸试验区,须对标国际高标准,拓展开放领域,在外商投资、服务业、关境政策及横向规则等方面提高开放度和便利度。既要对标美国、欧盟全面型发达经济体,也要参考发展中国家及新加坡等城市型经济体的部分经验。上海自贸试验区开放创新不仅要促进对外开放,而且要将对外开放的制度创新拓展到对内开放,最终实现国家双向开放的战略目标。
In order to build up the highest free trade zone in Shanghai,it is necessary to improve the openness and convenience of foreign investment,service industry,customs policy and horizontal rules in the field of international standard and open area.It is necessary to make reference to the experience of both the developing countries and the city-type economies such as Singapore and the comprehensive developed economies such as United States and the European Union.The opening and innovation of Shanghai Pilot Free Trade Zone is not only to promote opening-up,but also to make opening-up system innovate to internal opening,and finally to achieve the strategic goal of two-way opening.
