摘要
雄安新区作为北京非首都功能疏解集中承载地,其重要的任务就是疏解北京过重的人口压力。北京人口的巨大压力导致了严重的"大城市病",而雄安新区在承接北京人口疏解上能够有效地缓解北京的交通、资源等城市问题。文章总结了韩国首尔和日本东京这两个国际大都市的人口疏导措施:采取利益引导方式,产业转移带动人口转移;政府带头进行行政事业单位的迁址,为新城增添活力;公共资源分配向新城倾斜,完善配套基础设施。通过分析雄安新区自身的现有特点,结合日韩的人口疏解经验,雄安新区为承接人口疏解所需要努力的方向主要有:在政府主导下,加大新区的公共服务建设;通过利益引导机制给予优惠政策,吸引企事业迁入;打造连接京津的智慧交通系统;借鉴筑波经验,建设创新科学城。
As an important part of the areas of Beijing's non-capital function,Xiong'an New District plays a key role to ease Beijing's heavy population pressure.The pressure on the population of Beijing has led to serious"big city disease",and Xiong'an New District can help in solving Beijing's problems such as traffic and resources by way of population dispersal.This paper summarizes the population dispersal measures of Seoul and Tokyo,the two international metropolises:industry transfer to promote population transfer on interest-driven;relocation of administrative institutions to add vitality to the new city;public resources distribution to new cities to improve the supporting infrastructure.By analyzing the existing charac teristics of Xiong'an New District and combining with the experience of population dispersal in Japan and South Korea,this paper concludes that Xiong'an New District needs to focus on the following directions.Under the support of the government,the public service construction should be improved;preferential policies should be given to attract enterprises and institutions to move in through the interests of the guiding mechanism;the smart traffic system should be created to connect Beijing and Tianjin;a city of innovation science should be built by learning from Tsukuba's expe rience.
