摘要
当前各地推进公私合作制的热情高涨,然而在逐利天性驱使下,私人资本普遍存在为降低成本牺牲公共产品质量的倾向。此时,规制政策成为保障产品质量的重要机制。城市公用产品具有基础性、准公共品性、外部性、经验品或信任品等特征,面临产品质量规制与服务质量规制交织,质量规制的独立性较弱,质量规制贯穿于产品生产全过程等关键问题。对此,应完善城市公用产品质量规制的制度保障体系,建立城市公用产品质量与服务质量适度区分的标准体系,协调质量规制与其他规制政策的关系,优化不同业务环节的质量规制政策,强化质量监控与考核评估机制,健全质量信息披露机制,构建公私合作制下城市公用产品质量规制的政策体系。
Promoted by the enthusiastic local governments,there has been an increase in the birth of public-private partnerships regarding local public goods.However,driven by the nature of profit-seeking,the private capital tends to reduce the cost of public goods even at the expense of their quality.In this context,the targeted policy design in quality regulation becomes an important way for guaranteeing the soundness of the public goods.From an overall perspective,the urban public goods have the common features of being fundamental,quasi-public,external,credential or experiential,which results in the quality regulation of urban public goods being faced with some key issues,such as product and service quality regulations being interwoven,the independence of quality regulation being weak and quality regulation being present throughout the whole process.To deal with these issues,several steps have been recommended in the paper to be taken for the improvement on the institutional guarantee system for urban public goods quality regulation as well as the construction of quality regulation system for urban public goods with public-private partnerships,which include establishing standard systems separately for urban public goods quality and service quality,coordinating the relationships between the quality regulation and other regulations,optimizing the quality regulation policies among the different links,strengthening the quality monitoring and evaluation mechanism for urban public goods,and implementing their quality information disclosure mechanism.
