摘要
通过对我国台湾与大陆青少年体质健康促进政策进行比较分析,探讨海峡两岸青少年体质健康促进政策在发展脉络、推广理念、测试方法、评价标准等方面的异同点。研究认为:海峡两岸对于体质健康的理解日益同化,但两者在政策推广理念上侧重点不同;台湾青少年体适能政策推广过程具有很好的延续性,环环相扣,层层递进;大陆评价标准更迭调整较大,不利于纵横向比较;大陆新《标准》评价指标与台湾相比,在身体机能和身体素质评价上更为科学、合理、全面,且在个体评价中实行附加分政策,进一步突出其激励功能。建议:大陆应注重推广政策的延续性,同时充分利用新媒体加强宣传力度;台湾未来修订青少年体质健康促进政策可以借鉴大陆在身体机能和素质方面的评价指标体系。
To explore the similarities and differences between the development process,promotion conception,test method and evaluation criteria by comparison of promotion policy of adolescents physical health between Taiwan and mainland of China.This study found that the Cross-Strait understanding of physical health was increasingly assimilated,but the emphasis of policy promotion idea was different.The promotion process of the adolescent physical health policy in Taiwan has a good continuity,but the adjustment of continental evaluation standard was relatively large,which was not conducive to the comparison of vertical and horizontal.Compared with Taiwan,the evaluation index of mainland's new standard was more scientific,reasonable and comprehensive in terms of physical function and physical quality evaluation.In addition,additional points policy was applied in individual evaluation,and its incentive function was further highlighted.The suggestions were shown as follow,the mainland should pay attention to promoting the continuity of policies,and making the best use of new media to enhance publicity.Taiwan's future revision of adolescent physical health promotion policy can draw on the mainland's evaluation index system in terms of body function and quality.
