地震多发地区地质灾害防灾减灾体系的建设 被引量:1

摘要 中国是地震多发国家,而四川、甘肃、陕西、青海等又是地震多发地区。地震的发生往往会造成生命财产的重大损失,还会造成边坡滑坡等长期的次生地质灾害隐患。地震防灾不应仅仅是地震发生后的紧急救援救助,更重要的是针对此类地震多发地区的长期防灾减灾的防护与治理。为此,构建合理有效的防灾减灾政策机制及技术体系将至关重要。本文结合日本的防灾减灾技术和经验对中国地震多发区的地质灾害防灾减灾进行了系统化探讨,对构建适合此类地区的地质灾害防灾减灾体系进行论述。 China is an earthquake-prone country,and Sichuan,Shaanxi,Gansu,Qinghai,etc.are earthquake-prone areas.The occurrence of earthquakes often results in significant loss of life and property,and will also cause long-term secondary geological hazards such as slope landslides.Earthquake disaster prevention should not only be the emergency rescue after the earthquake,but also the prevention and treatment of long-term disaster prevention and mitigation in this kind of earthquake-prone area.Therefore,it is very important to construct a reasonable and effective policy mechanism and technology system for disaster prevention and mitigation.Based on the technology and experience of disaster prevention and mitigation in Japan,this paper systematically discusses the disaster prevention and mitigation of geological disasters in China's earthquake-prone areas,and discusses the construction of disaster prevention and mitigation system suitable for such areas.
