摘要
为贯彻落实国务院行政审批事项改革要求,深化防震减灾事业改革,适应经济社会发展要求,对地震部门在新形势下如何加强地震安全性评价工作进行了深入调研和探索。通过对地震安全性评价改革过程的梳理和对相关部门强制性评估事项现状及政策的调研,分析了强制性评估事项的形势和特征,对地震部门地震安全强制性评估事项的后续管理提出了对策建议。
In order to implement the requirements of the administrative examination and approval of the State Council,deepen the reform of earthquake prevention and disaster reduction,and adapt to the requirements of economic and social development,the earthquake department has carried on the thorough investigation and exploration on how to strengthen the seismic safety evaluation work under the new situation.Based on a review of the reform process of seismic safety and investigation on current situation and policy of compulsory assessment in related departments,the authors analyze the situation and characteristics of compulsory assessment items,and put forward some countermeasures and suggestions for the subsequent management of the compulsory assessment of earthquake safety in the competent departments of earthquake administration.
