摘要
以CSSCI来源期刊的相关文献为样本,采用文献计量方法对近十五年来公共政策过程中公民参与的研究成果进行文献分析具有重要的学理意义。结果表明:当前这一议题形成了多元主体的跨学科研究格局,仍以定性思辨研究为主,多为对公民参与政策过程的整体性研究。通过对参与价值、参与形式、现实困境、影响因素及对策研究五个方面的分析可以发现,当前该议题的研究呈现稳中求变、变中求新等特点。为此,未来应更加关注网络参与新形式、政策参与新领域、绩效评估新标准等议题,不断提升研究的科学化、规范化水平。
Taking 143 papers of CSSCI from CNKI database as an example,applying literature statistics method to examine the research status and hot spots of citizen participation in public policy process in the past 15years from the perspectives of literature quantity and literature content.The results show that interdisciplinary research pattern of multiple subjects is formed on this issue,which is still mainly based on qualitative speculation and with the holistic study of citizen participation in policy processes as the mainstream.Through the analysis of five aspects on value,form,dilemma,influencing factors and countermeasures,this paper summarizes that the current research on this issue is characterized by stability of change and innovation.It suggests that the future research should pay more attention to new forms and channels such as network participation,policy participation in new domains and performance evaluation criteria,and constantly promote the scientific and standardized research level.
