摘要
工业水资源利用效率的空间收敛效应检验是提高区域水资源分配与工业可持续发展水平的重要环节。通过测度中国30个省级区域1997—2014年工业水资源利用效率,并选取全局莫兰指数对各省级区域工业水资源利用效率的空间关联特性进行探讨,进而基于工业水资源利用效率面板数据,分别检验工业水资源利用效率空间σ收敛与β收敛效应。研究结果表明,工业水资源利用效率表现为全局正向相关性,且其相关水平逐步提升;σ收敛于全国层面,呈现"整体发散,局部收敛"的基本演变特征,东部地区效率指数标准差要明显大于中部和西部地区,说明东部地区工业水资源利用效率区域差异性相对显著;绝对β收敛测算发现东部与中部地区内各区域工业水资源利用效率差异正在逐步缩小,而西部无趋同收敛的趋势;在引入区域自然禀赋、经济水平、产业结构、高技术导向水平、用水结构和社会水平环境变量的条件β收敛测度中,单控制变量测度下仅社会水平对全国层面工业水资源利用效率条件β收敛的作用呈非显著性;多控制变量测度条件下,自然禀赋、高技术导向水平是促进全国层面工业水资源利用效率条件β收敛的重要原因;而各环境变量对东、中和西部地区的效率绝对与条件β收敛性作用均存在明显差异性。
Spatial convergence effect testing of industrial water use efficiency is very important,because it is the key to improve regional water resources allocation and industrial sustainable development level.The industrial water use efficiency of 30 China’s provincial regions is measured,and the spatial correlation characteristic of industrial water use efficiency is discussed by the global Moran’s I index method.Moreover,theσ-andβ-convergence effect of industrial water use efficiency was tested based on its panel data.The results show that industrial water use efficiency has a global positive correlation,and its level is still improved.However,at the national level,itsσ-convergence’s the basic evolution characteristic is“overall divergence and local convergence”,and the standard deviation of efficiency index in the east is greater than the central and western regions,meaning that industrial water use efficiency in the eastern region has significant regional differences.The absoluteβ-convergence shows regional industrial water use efficiency differences in the eastern and central regions ware gradually narrowing,but the west had no convergence trend.Furthermore,regional natural endowment,economic level,industry structure,the level of high technical guidance,water structure and social level ware as environment variables to measure the conditionalβ-convergence.It shows that only the social level had no significant convergence to industrial water use efficiency at the national level under the single control variable measuring.Meanwhile,the natural endowment and the level of high technical guidance ware the important factors to influence the conditionalβ-convergence of industrial water use efficiency under the condition of multiple control variables measuring,and there hare obvious differences of environment variable affected on regional industrial water use efficiency’conditionalβ-convergence among the eastern,central and western regions.
