摘要
澳大利亚是"印太"概念的主要倡议者,是较早将"印太"地区正式纳入官方安全利益关切的国家。将澳大利亚与印度或印度洋联结是澳大利亚"印太"战略观一以贯之的主线。中印的共同崛起、美国"重返亚洲"以及"中等强国"抱负是澳大利亚重视"印太"地区的地缘政治因素。印度经济的崛起、印度洋重要性上升及其衍生出的北澳大开发需要是澳大利亚直接关注"印太"地区的地缘经济因素。此外,相对于"亚太"而言,"印太"的叙述框架更有利于澳大利亚缓解身份认同焦虑。文章指出,澳大利亚内部对"印太"的战略内涵及其重要性的认知并不完全一致:"亚太第一派"基本否定"印太"作为澳大利亚新的战略地理空间;"印太最小主义派"强调利用印度制衡中国,维护"印太"均势;"印太最大主义派"强调中美日印的大国协调和共治;"印太功能主义派"强调减少能源和海洋安全联结产生的战略对抗,追求"印太海洋共治"。目前特恩布尔政府的"印太"战略思路倾向于"印太最小主义派"。探讨澳大利亚"印太"战略观的演变有助于中方更好地理解澳大利亚的利益诉求和战略走向,更加准确地把握和调整"印太"时代的中澳关系。
