摘要
环境监测在环境保护执法过程中起着至关重要的作用,本文总结并分析了现阶段我国基层环境监测部门在监测能力、管理能力和应急监测机制等方面存在的问题及其原因,提出完善各级监测部门标准化建设、转变目标、加强质量管理、完善应急管理体制、转变观念等对策,同时为现阶段我国基层环境监测部门适应环保新形式下的发展需要,更好地转变政府职能、提升自我能力、服务政府决策和社会需求提供了建议。
Environmental monitoring plays a crucial role in law enforcement of environmental protection.The problems and causes of the monitoring,management and emergency monitoring mechanisms of the primary environmental monitoring department in China at the present stage were summarized and analyzed.Some countermeasures were proposed to improve the standardization of monitoring departments at all levels,shift the target to strengthen quality management,improve the emergency management system,and change concepts.At the same time,suggestions were provided for better transformation of government functions,enhancing self capacity,serving government decision-making and social needs for the primary environmental monitoring department adapting to the development needs under new form of the environmental protection at the present stage.
