摘要
土地征收制度改革是中国农村土地制度改革的重点工作。现行土地征收制度存在征地范围不明确、补偿标准不合理、补偿分配不全面、安置方式不妥善等问题。研究采取网上问卷形式,调查公众对于土地征收制度的认知程度及对于征地范围和收益补偿的意见,运用SPSS软件总结公众及部分土地相关专业者的意见。结果表明,公众对土地相关政策措施普遍不熟悉;相对于现金补偿,公众普遍更重视后续安置及生活保障;对于公益性用地界定公众具有一致性,更偏向于给予民众社会福利的一类用地等。研究的开展将为土地征收制度改革提供参考。
The reform of the land expropriation system is a key task in the reform of the rural land system in China.The current land expropriation system has many problems such as unclear scope of land expropriation,unreasonable compensation standards,incomplete compensation distribution and improper resettlement methods.This study took online questionnaire form to investigate the public′s awareness of the land expropriation system and their opinions on land expropriation scope and income compensation.The SPSS software was used to summarize the opinions of the public and some land-related professionals.The results showed that the public is not familiar with land related policies and measures;the public generally pay more attention to the follow-up resettlement and living security than the cash compensation;there is consistency in the definition of public welfare land for the common,and more biased toward a type of land for social welfare.The research will provide reference for the reform of land acquisition system in China.
