摘要
文章介绍了世界自然保护联盟及世界主要矿业国家的保护区矿业政策,包括保护区立法、保护区规划、保护区分类、保护区面积、按不同类型保护区实行禁止或开放矿业活动的区别化管理、保护区已有矿业权的处理等政策要点。对美国、加拿大、澳大利亚、俄罗斯、巴西、智利、南非、印度、赞比亚的保护区政策做了对比研究。就矿业活动与其他产业活动对自然生态环境的影响亦做了对比研究。
This paper introduces the mining policy of protected areas in selected representative countries abroad.The issues of legislation,planning,classification of protected areas,the disposal of the previous mining rights,and the discriminatory management of mining permit of different type of protected areas are discussed.A comparison study of mining policy of protected areas was made among the United States,Canada,Australia,Russia,Brazil,Chile,South Africa and India.The environmental and ecological impact caused by different industrial activities were also compared and studied.
