摘要
为了准确、全面、独立、客观地描述高校科研经费使用过程,本文以其特征、框架及其组成要素为前提,避免难以量化的评估指标,能够从整体上评估科研经费绩效状况,形成客观准确的支撑科研经费使用效果的价值判断。本研究正是对放管服新形势下高校科研经费绩效评价的探讨,探索建立基于科研投入、科研运行、科研产出三个环节于一体的科研经费使用与管理体系,为高校科研经费绩效评估提供借鉴。
In order to accurately,fully,independently and objectively describe the process of the use of scientific research funds in colleges and universities,this paper takes its characteristics,framework and its constituent elements as preconditions,avoids difficult to quantify the evaluation indicators,and can evaluate the performance of scientific research funds as a whole and form an objective Accurately support the value judgment of the use effect of scientific research funds.This study is to explore the performance evaluation of scientific research funds in colleges and universities under the new situation and to explore and establish scientific research funding management system based on scientific research investment,scientific research operation and scientific research output,and to evaluate the performance of scientific research funds in colleges and universities.Provide reference.
