摘要
自2014年完成生猪屠宰监管职能移交后,上海市不断提升屠宰监管质量,在落实清理整顿、完成代加工户备案、提升屠宰行业水平方面成效显著。本文通过统计2010—2017年上海市生猪定点屠宰情况发现:生猪屠宰总量自监管职能移交后呈下降趋势,2017年屠宰量较2014年下降48.2%,但猪肉产品供给仍能满足市场需求;定点屠宰企业由移交前的10家调整至6家,自营、代宰、混合等经营模式并存,行业总体水平不断提升;生猪来源以外省市调入为主,江苏、江西、河南等地为重点来源地。同时,指出生猪屠宰行业与监管工作依然存在不少问题,包括跨省调运防疫风险高,企业生产经营质量良莠不齐,私屠滥宰行为仍存在,等等。由此,提出推行标准化建设、加强媒体宣传、完善联动机制建设、抓好无害化监管、坚持精品化发展等措施建议。
:Since the supervision function of pig slaughtering was taken over in 2014,Shanghai governments have continuously improved the supervision capacity and achieved remarkable results in implementing the cleanup and rectification work,completing the registration of original equipment manufacturers(OEM)and raising the level of the slaughter industry.In this paper,a statistical analysis on the fixed-point pig slaughtering from 2010 to 2017 was performed.According to the statics,the total pig slaughtering volume has showed a downward trend since the transfer of supervision function,which decreased by 48.2%in 2017 compared with 2014,but the supply of pork products still could satisfy the market need;the number of fixed-point slaughtering enterprises was adjusted from 10 to 6,there were self-operated,agent for slaughtering,mixed and other business models,and the overall level of slaughtering industry has been continuously enhanced.Most of live pigs were transported from other provinces outside Shanghai City,such as Jiangsu,Jiangxi,Henan and so on.At the same time,some problems were pointed out,including the high risk of animal disease prevention and control during trans-provincial transportation,the uneven situation of production and business operation of different enterprises,as well as the existence of illegal slaughtering behaviors.Aiming at these problems,it was proposed to promote standardized construction,strengthen publicity of media,improve the development of linkage mechanism,strengthen the supervision over bio-safety disposal and insist on high-quality development.
