摘要
本文针对当前河南省绿色交通发展缺乏清晰、系统的宏观战略与政策顶层设计的现实情况,系统对国内外绿色交通的概念与内涵文献综述进行了梳理,基于SWOT分析方法对河南省绿色交通运输发展现状和战略环境进行分析,制定了适宜河南省情的绿色交通发展战略框架体系,确定了"综合运输发展战略、运输需求管理战略、公交优先发展战略、运输服务高效战略、能源结构优化战略、绿色交通科技创新战略、生态污染防治战略、资源节约与循环利用发展战略、绿色交通管理能力战略"等九大绿色交通发展战略重点。
In view of the reality of the lack of clear,systematic macro strategy and policy top-level design in Henan province,This paper reviews the concept and connotation of green transportation at home and abroad,also analyzes the present situation and strategic environment of green transportation in Henan province based on the SWOT analysis method;This paper establishes a framework for the development of green transportation strategy in Henan province,identified nine green transport development strategy focus,which are“Comprehensive transportation development strategy,transportation demand management strategy,bus priority development strategy,efficient transportation services strategy,energy structure optimization strategy,technological innovation strategy,green traffic ecological pollution prevention strategy,resource conservation and recycling green transportation development strategy,green traffic management strategy”.
