摘要
[目的/意义]针对当前我国公安情报共享中的利益冲突问题,从价值共创的角度出发,探讨公安情报共享中利益冲突的类型、特征和成因,为合理协调公安情报共享中的利益冲突提供理论依据和参考。[方法/过程]从共创价值分配角度出发探讨公安情报共享中利益冲突的类型;从利益冲突的表现和基本构成入手分析公安情报共享利益冲突的特点;从价值共创系统构成要素出发研究公安情报共享中利益冲突的成因及作用机制。[结果/结论]公安情报共享中的利益冲突包括主体利益诉求与共创价值分配冲突、主体间偏利共创利益冲突、主体间偏害共创利益冲突;公安情报共享利益冲突具有非正面对抗的潜隐性、价值共创的不同阶段利益冲突的表现不同、利益冲突主体的功能具有多重性、非经济利益冲突占主要地位等特征;公安情报共享中的价值共创构成要素会促成公安情报共享中的利益冲突。
[Purpose/Significance]Focusing on the present problems of the conflict of interest in police intelligence sharing,this paper explores the types,features and causes of conflict of interest from the perspective of value co-creation and provides a theoretical basis and reference for reasonable coordination of interest conflict in police intelligence sharing.[Method/Process]The paper discusses the types of conflict of interest in police intelligence sharing from the perspective of co-creation value distribution and analyzes the features of the inter est conflict involved in police intelligence sharing from the performance and basic constitution of the conflict of interest.Then,from the el ements of the value co-creation system,the paper analyzes the causes and mechanism of interest conflict in police intelligence sharing.[Result/Conclusion]The conflicts of interest in police intelligence sharing include the conflict between the interest demand of subject and the distribution of the co-creation value,the conflict of partial benefits of co-creation value,and the conflict of partial harm of co-crea tion value among interest subjects.The features of conflicts of interest in police intelligence sharing include non-confrontation latent conflict,the different performance of value co-creation in different stages,the multiplicity of the functions of subjects of interest conflict,non-economic conflict of interest accounting for the major position.The constituent elements of value co-creation can create the conflicts of interest in police intelligence sharing.
