摘要
农村土地制度改革是推动农村人力资源开发最主要的历史动力之一,政策的调适开启了土地制度和农民诉求的深层次对话,而剩余索取权的回归是对农民最根本的价值明示,农村土地政策从多个层面推动着农村人力资源开发的进程:宏观层面——农业生产力发展催生了农村综合配套改革;微观层面——综合配套改革促进人力资源开发要素的优化。
The reform of land system is undoubtedly one of the most important historical driving forces to promote the development of rural human resources.The adjustment of policy has opened a deep dialogue between the land system and the demands of farmers.And the return of the residual claim is the most fundamental value to the peasants,rural land policy promotes the process of rural human resource development from many levels:at the macro level-the development of agricultural productivity has spawned the comprehensive reform of rural areas;the micro level-comprehensive supporting reforms to promote the optimization of human resources development factors.
