摘要
【目的】实证分析我国粮食安全保障水平,明确我国粮食安全保障的薄弱环节,为提高粮食安全保障效率和能力提供借鉴。【方法】基于资源配置效率的视角,从粮食生产、流通和消费环节入手,利用超效率数据包络分析(DEA)方法对我国粮食安全保障能力进行评价分析。【结果】从整个粮食价值链来看,2008—2015年我国粮食安全保障效率较高,但从分环节来看,粮食生产环节和消费环节的粮食安全保障效率较高,而粮食流通环节的粮食安全保障效率较低。从粮食收储、加工、销售、贸易和质检环节分别进行效率分析,结果显示,粮食收储环节和贸易环节的粮食安全保障效率较高,粮食流通环节的粮食安全保障效率低下主要是由粮食加工环节、销售环节和质检环节效率低下所造成。【建议】为提高我国粮食安全的保障能力,必须在稳定粮食生产环节和消费环节资源配置效率的基础上,加强科技与政策支持力度,规范粮食收购市场,加快粮食加工行业创新,建立健全粮食市场机制,实施多元化贸易策略,建立健全粮食质检机制,科学引导粮食消费,达到进一步提高我国粮食安全保障能力的目的。
【Objective】Empirical analysis for level of China’s food security guarantee was conducted in order to find the weak links in food security guarantee of China,and provide reference for increasing efficiency and ability of food security guarantee.【Method】Based on the efficiency allocation perspective,this paper evaluated the guarantee capability of China’s grain security from the touches of grain production,grain circulation and grain consumption by super efficiency data envelopment analysis(DEA).【Result】From the point of view of the whole grain value chain,the guarantee efficiency of China’s grain security was high in 2008-2015.However,as for each procedures,the guarantee efficiencies of China’s grain security in the touches of grain production and grain consumption were high and that in the grain circulation was low.The efficiencies analysis on grain storage,processing,sales,trades and quality inspection was conducted and the results showed that the guarantee efficiencies of grain storage and grain trades were high,the inefficiency of grain circulation was mainly due to the low efficiency of grain processing,sales and quality inspection.【Suggestion】Therefore,in order to improve the security ability of grain security in China,it is necessary to strengthen the support of science and technology and policy,standardize the grain purchasing market,speed up the innovation of grain processing industry,establish and optimize the mechanism of grain market,and implement diversified trade strategy,establish and improve the grain quality inspection mechanism,scientifically guide grain consumption on the basis of stabilizing the efficiency of resource allocation in grain production and consumption links,so as to further improve China’s ability in food security guarantee.
