摘要
乡村振兴战略与特色村寨文化资源保护利用之间体现为互动共促的辩证关系,一方面,乡村振兴战略的推进能够为特色村寨文化资源的保护利用提供有力保障,另一方面,特色村寨文化资源的保护利用必然对乡村振兴提供战略支撑。文章基于四川省的实证分析表明,受到主客观条件的约束,西部地区特色村寨文化资源的保护性开发正面临诸多困难和问题,需要科学界定利益主体相关权益,构建可持续开发长效机制;立足于多样性特征,健全特色村寨文化资源动态保护机制;重视特色村寨永续发展,完善代表性传承人保护机制;根据文化产业发展规律,拓展特色村寨文化资源开发路径;健全产权服务体系,科学开发村寨文化资源特殊经济属性;健全配套设施体系,为城乡融合发展奠定基础。
The relationship between the rural revitalization strategy and the protection and utilization of characteristic village cultural resources embodies in the dialectical relationship mutual promotion.On the one hand,the facilitation of the rural revitalization strategy can provide a strong guarantee for the protection and utilization of characteristic village cultural resources.On the other hand,the protection and utilization of characteristic village cultural resources will certainly provide a strategic support for the rural revitalization.The empirical analysis based on Sichuan province shows that:Due to the restraint of subjective and objective conditions,the protective development of characteristic village cultural resources in western China is facing many difficulties and problems,which needs to scientifically define the rights and interests of stakeholders and build a long-term mechanism for sustainable development;Based on the characteristics of diversity,we should improve the dynamic protection mechanism of characteristic village cultural resources;We should attach importance to the sustainable development of characteristic villages and improve the protection mechanism of representative inheritors;We should expand the development path of characteristic village cultural resources according to the law of cultural industry development;We should improve the property rights service system and scientifically develop the special economic properties of village cultural resources;We should improve the supporting facilities system in order to lay the foundation for the urban and rural integration development.
