摘要
中国共产党的十九大报告提出了乡村振兴战略,而乡村治理有效是乡村振兴的目标,也是乡村振兴的条件。为此,提高治理绩效、实现乡村(基层)社会的有效治理是乡村振兴的应有之义。改革开放以来,地方政府在治理实践中不断探索,以解决基层社会的现实问题,回应民众的利益诉求。四川省遂宁市步云乡在20年前实施了直选乡长试验,回望这一民主实践过程,其兴起源于基层治理问题的倒逼,直选乡长的效果是撒播了民主种子,提升了治理绩效。在步云直选试验肇始20年后,重新审视步云直选试验对于思考如何把握乡村社会治理改革的契机与条件、如何传承基层改革的良性效应、如何推动基层民主纵深发展,以及如何协同推进乡村社会善治等现实问题都意义非凡。
Report of the 19th National Congress put forward the strategy of rural revitalization,and the effective rural governance is the goal of rural revitalization and the condition of rural revitalization.To this end,improving governance performance and achieving effective governance in rural(grass-roots)society is the proper meaning of rural revitalization.Since the reform and opening up,local governments have been exploring in the practice of governance to solve the realistic problems of grass-roots society and respond to the interests of the masses,Suining City,Sichuan,carried out a direct elected country pilot 20 years ago,looking back the process of democratic practice,which originated from the reverse force of grass-roots governance.The effect of direct elected villagers was the seed of democracy and improved the performance of governance.After 20-year direct selection test in Buyun,it is very important to re-examine the direct election test of step cloud for thinking about the opportunities and conditions how to grasp the reform of rural social governance,how to inherit the benign effect of grass-roots reform,how to promote the development of democracy at the grass-roots level,and how to promote the good governance of rural society.
