摘要
实施基本公共卫生服务是增进人民健康、实现健康公平的重大举措,科学合理的拨付卫生经费有利于推进基本公共卫生服务的发展。基于信息生态理论,构建基本公共卫生服务经费测算系统,通过绩效考核、规则配置、指标配置、经费测算、统计分析、用户管理等功能将绩效考核结果、当地人群特征、区域特征等与经费测算充分融合,为政府科学合理地制定经费拨付计划,不断完善、调整和制定社区卫生相关政策提供参考依据。
Implementation of basic public health service is an important act to promote the people's health and to realize the equitable health,and scientific and rational appropriation of health funds contributes to the development of basic public health service.A basic public health service fund measurement system was thus developed based on the information ecology theory by fully integrating the performance assessment results,local population and regional characteristics,and fund measurement according to its performance assessment,rule allocation,fund measurement,decision-making and user management functions,in order to provide reference for the government to work out the scientific and rational fund appropriation plan,improve and adjust community health policies.
