摘要
结合污水处理项目的相关规范和标准、国家示范污水处理PPP项目的可行性研究报告、物有所值评价报告和项目实施方案以及大量相关文献,开发适用于污水处理PPP项目物有所值定性评价的二、三级指标,构建科学合理的PPP项目定性评价指标体系,以期为完善PPP项目评价提供参考。
Combined with the relevant standards of sewage treatment project,the feasibility study report of national demonstration sewage treatment PPP project,the value evaluation report and project implementation plan,and a large number of related documents,this paper develops two and three level indicators suitable for the qualitative evaluation of value for money in sewage treatment PPP projects,and constructs the scientific and reasonable qualitative evaluation index system of PPP project,in order to provide reference for improving PPP project evaluation.
