摘要
基础支持体系的建构与完善合理程度将关系到整个修复规划和治理工作能否顺利开展,同时也往往是整个修复治理过程中最容易被忽视的环节。文章通过借鉴欧美国家较为成熟的修复治理基础支持体系建构与运行特点,着重围绕基础支持体系中修复责任分配、污染场地认定与评估及目标生成三方面进行探讨,以期为我国城市污染场地修复治理基础支持体系的建构和运行提供有益参考。
The completion and rationality of the foundation support system will be related to whether the entire restoration planning and governance work can be carried out smoothly,and it is often the most easily overlooked part of the entire restoration and management process.In view of this,this paper learned from mature experience in Europe and the United States,focused on the aspects of remediation responsibility allocation,pollution site identification and assessment,and target generation.The result of the research is supposed to provide some useful illumination to the construction and operation of the foundation support system in China.
