摘要
在检讨以往土地利用计划及其与城市规划关系的基础上 ,提出了全新的适应城市规划实施的三层次土地利用计划体系 ,即试图通过土地综合利用总体控制、城市建设用地开发供应操作以及土地 (房地产 )市场调控等由宏观到微观的三层次计划的调控 ,达到综合平衡各类用地关系、提高城市建设用地效率、有效调控土地市场的三重目标 ,并以深圳市为案例进行了实证研究。
Based on the review of relationship between land supply scheme and urban planning, this paper suggests that there should be three tier of land use scheme adapted to the urban planning hierarchy, which include an overall control over the comprehensive land use, land supply for construction and real estate market regulation, so as to balance the relationship among different land uses, promote the efficiency of urban development and regulating the land market effectively. A case study with Shenzhen as the example is also conducted in related field.
