摘要
为给我国金融支持油茶产业的发展路径研究提供参考,结合湖南邵阳地区油茶产业发展的现状,通过实证分析论证了信贷资金对油茶产业链规模化发展的促进机制:利用双重差分模型和工具变量法分析了中国农业银行"金穗油茶贷"在油茶产业链规模化发展过程中对上游种植农户产量和下游加工企业销量可能产生的影响,以及金融支持在促进产业链内部产销协同和以销促产方面的内在作用机理。在定性分析和实证分析的基础上,从邵阳地区油茶产业金融支持的制约因素角度出发,提出了金融资金与其他配套措施有机结合的支持油茶产业链规模化发展的建议:建立全产业链信贷扶持体系;拓宽油茶产业贷款担保方式;推行星级上游种植农户示范制度;创新下游加工企业营销模式;完善政府财政配套机制。
In order to provide some references for the researches on development path of financial support on Camellia oleifera industry in China,combined with present situation of C.oleifera industry development in Shaoyang,promotion mechanism of credit funds on C.oleifera industry scale development was researched by empirical analysis.Some possible influences of Jinsui Camellia oleifera Loan from Agriculture Bank of China on yields in upstream and sales in downstream during C.oleifera industry chain scale development were analyzed,and internal mechanism of financial support on production-marketing coordination and promoting production with sales inside the industry chain were analyzed by using difference-in-differences model and instrument variable method.Based on the results of qualitative analysis and empirical analysis,from the aspect of restraining factors of financial support on C.oleifera industry in Shaoyang,some suggestions were put forward for organism combination of financial funds and somen other related measures and C.oleifera industry chain scale development,for example,establishing credit support system for the whole industry chain,broadening ways of loan guarantee,setting demonstration roles in upstream farmers,innovating marketing pattern in downstream processing enterprises,and optimizing fiscal support mechanism.
