摘要
上海自贸试验区作为改革开放试验田,应在防范风险的基础上进一步扩大开放,重点推动跨境数据流动、自然人流动,扩大金融开放、推动自贸试验区与科创中心建设联动、扩大生产性服务业等资本密集型行业开放,同时注重事中事后监管以防范风险,从而推动我国参与新一轮"知识创新全球化",提升我国在全球治理中的话语权。
As the test field of reform and opening-up,Shanghai Pilot Free Trade Zone should further expand its opening on the basis of risk prevention,focus on promoting cross-border data flow,natural person mobility,expand financial openness,promote the linkage between the Pilot Free Trade Zone and the science and technology innovation center,expand the opening of capital-intensive industries such as producer services,at the same time,pay attention to supervision after the event to prevent risks,so as to promote China’s participation in a new round of“globalization of knowledge innovation”and enhance China’s voice in global governance.
