摘要
本文提出的方法首先运用区间模糊Shapley值法研究PPP项目风险在政府和社会部门之间的初次分配,然后结合网络层次法(ANP)综合分析众多因素对相关利益主体承担风险权重的影响,进而对初始风险分配方案进行修正,以使风险在各相关利益主体之间的分配趋于更加合理有效。
The proposed method firstly uses the interval fuzzy Shapley value method to study the initial distribution of PPP project risk between the government and the social sector,and then comprehensively analyzes the influence of many factors on the risk weight of relevant stakeholders by using the Network Level Method(ANP).Then the initial risk allocation plan is revised to make the distribution of risks among the relevant stakeholders more reasonable and effective.
