摘要 改革开放40年,我国教师队伍建设取得巨大成就,这得益于以政策为先导,建立日渐完备的教师政策体系,并将其切实贯彻落实。经过40年的努力,我国建立了教师政策体系中的总政策、基本政策和具体举措的纵向结构,形成与世界接轨,包含教师教育政策、教师招聘与就业政策、教师工作量与专业自治权政策、教师专业发展政策等教师政策体系的横向结构,并通过补短板的方式,不断充实幼儿园教师、农村教师、特殊教育教师政策体系,为新时代加速教师政策具体落实,加强教师政策体系的评估、监测和督导夯实基础。 In the past40years of the reform and opening-up,great achievements have been made in the construction of teaching staff in China.It has benefited from taking policy as the guide,the establishment of the gradually complete teacher policy system and its implementation.After40years of efforts,China has established the vertical structure of the general policy,basic policy and specific measures in the teacher policy system,and formed the horizontal structure of the teacher policy system which is in line with the world,including the teacher education policy,the teacher recruitment and employment policy,the teacher workload and professional autonomy policy,and the teacher professional development policy.And through the way of making up the shortcomings,we will constantly enrich the policy system of kindergarten teachers,rural teachers and special education teachers,and lay a solid foundation for concretely implementing the teacher policy and strengthening the evaluation,monitoring and supervision of the teacher policy system in the new era.
