The Evaluation of Rural Credit Cooperatives' Agricultural Efficiency Under the Background of Reform for 40 Years——Based on the Calculation and Analysis of the Network DEA Method

摘要改革开放40年来,农村信用社改革经历了"放权让利"与恢复"三性"(1978—1992年)、农村信用社与中国农业银行"行社脱钩"(1993—2002年)、新时期深化改革(2003年以来)三个阶段,农村信用社的经营绩效有了较大改善。本文通过分析农村信用社的支农过程,认为农村信用社的支农总效率受到经营活动和支农活动的共同影响,进而基于两阶段关联型的网络DEA方法 (KH模型),对农村信用社1986—2016年的支农效率进行测算与分析。研究发现,农村信用社的支农效率主要受农村信用社利用涉农贷款服务"三农"的支农活动效率影响,且支农效率水平在不同的改革阶段分化较为明显。 In the forty years of the Reform and Opening-up, Rural Credit Cooperatives have experienced threestages:"decentralization and interest concessions" and the recovery of "three characteristics" (1978—1992);the separation of Rural Credit Cooperatives and the Agricultural Bank of China (1993—2002);deepening the reform in new period (after 2003) . The business performance of Rural Credit Cooperatives has been greatly improved,while the research of its efficiency in agricultural support needs a further study. By analyzing the activities of Rural Credit Cooperatives,this paper thinks that the total efficiency of supporting agriculture of Rural Credit Cooperatives is influenced by the operating activities and the agricultural supporting activities. Based on a two-stage relational network DEA (KH model),we calculate and analyze the efficiency of supporting agriculture of Rural Credit Cooperatives from 1986 to 2016. It is found that its efficiency is mainly influenced by the efficiency of the outstanding balance of bank loans to agriculture in "agriculture, rural areas and farmers", and the efficiency differentiated clearly in different stages of reform. In the future,Rural Credit Cooperatives should make the reform deeper and serve the Rural Revitalization Strategy better by continuously improving the efficiency of supporting agriculture.
