摘要
在消防救援过程中,消防人员的伤亡问题是亟待解决的现实问题之一。文章以风险管理和应急管理相关理论为依据,从危险性评估、应急过程监督、消防队伍素质、应急救援体系、应急联动机制和网络舆情影响等6个方面系统地分析了消防人员伤亡的影响因素。在此基础上,以应急管理的生命周期理论为框架,从应急预防、应急准备、应急响应和灾后恢复四个阶段分别提出了相应的规避策略,以期为事故救援效率的提高和消防人员生命安全的保障提供建议和依据。
Casualties of firefighters in the process of firefighting rescue have been an important issue to be solved. Based on the relevant theories of risk management and emergency management,the factors influencing firefighters’ casualties are systematically analyzed from six aspects,which are risk assessment,supervision and inspection,team quality,rescue system,emergency linkage and public opinion. Based on the framework of the life cycle theory of emergency management,corresponding strategies to avoid firefighters’ casualties are proposed for the four stages of prevention,preparedness,response and recovery.The results can provide suggestions and basis for improving the efficiency of accident rescue and ensuring the safety of firefighters.
