改革开放40年产业科技创新动态演进的“深圳模式” 被引量:11

摘要 科技创新通过引领产业技术范式转变,驱动一国发展方式、动力供给的周期迭代。研究如何依靠科技创新构建现代产业体系这一时代议题,是学术界对实践迫切需求的回应。从产业科技政策视角,借助扎根理论方法,对"深圳模式"这一典型产业科技创新的中国样本进行解构,考察改革开放40年其产业科技创新演化过程,系统概括"深圳模式"形成的逻辑与经验。研究发现,40年来,深圳产业科技创新先后经历了科技体制调试、发展高科技、区域自主创新、综合创新生态系统和引领式全面创新五大阶段,并进一步地构建了针对深圳产业科技创新演变过程的理论模型。抚昔望远,在新时代,"深圳模式"的核心经验是:适时布局前沿科技领域与能力建设;培育创新型人才队伍;关注产业核心技术自主可控;推进科技与金融深度融合;善于统筹区域优势科技资源。结论对地方政府加快建设现代产业体系,着力打造高质量创新发展引擎具有重要理论蕴意。 Scientific and technological innovation drives the iteration cycle of the development mode and power supply of a country by leading the transformation of industrial technology paradigm.Studying how to rely on scientific and technological innovation to build a modern industrial system is an issue of the times in which the academic community responds to the urgent needs of practice.Using grounded theory to develop qualitative research on Shenzhen industrial science and technology innovation policy from 1978-2018,aiming to propose a model of Shenzhen industrial science and technology innovation evolution process and summarize its experience.The research reveals that the evolution of Shenzhen industrial science and technology innovation has gone through five stages:debugging of science and technology system,development of high technology,regional independent innovation,comprehensive innovation ecosystem,leading comprehensive innovation.Looking up embraced with the past,in the new era,The core experience of the "Shenzhen Model" is:timely layout of cutting-edge science and technology fields and capacity building;cultivating innovative talents;focusing on the core control of industrial core technology;promoting the deep integration of technology and finance;and specializing in coordinating regional superior scientific and technological resources.
