摘要
国际海事组织海上环境保护委员会第71届会议决定,对未在2014年9月8日及以后且在2017年9月8日前完成换证检验的现有船舶将压载水性能标准(D-2)的实施日期推迟两年。文中即针对D-2标准推迟生效的风险和挑战进行研究,分别从海洋环境恶化、设备厂家和船厂生存困难、缔约国履约冲击等方面进行分析,并提出相关建议以期对利益相关方有所帮助。
According to the resolution of MEPC 71, the implementation of ballast water performance standard(D-2) for existing vessels which complete certificate renewal on or after 8 September 2014 and before 8 September 2017 will be postponed for two years. The paper probes into the risks and challenges brought forth by the postponement of the entry into force of the D-2 standard, analyzes the issue from such aspects as the deterioration of marine environment, the difficulty of facility manufacturers and shipyards for survival, and the impact of the implementation by Contracting States, and puts forward relevant suggestions in the hope of helping parties concerned.
