摘要
物资供应作为电力发展的物质支持,其安全可靠是电网安全稳定运行的重要保证。近年来,电力物资供应商因产品质量、履约问题造成的不良行为严重制约电网工程建设的进度和电网安全,针对这一现状,文章从供应商不良行为入手构建了供应商绩效评价指标体系;为避免传统专家主观评分模式的弊端,提出客观扣分制的评分办法,对每项不良行为设定固定扣分分值;最后为公平对待不同订单数或供货数的供应商,在基础扣分后综合考虑"量"的差异性,引入数学模型对指标进行量化,最终得到科学合理的供应商绩效得分。
As a material support for power development, material supply is an important guarantee for the safe and stable operation of the power grid. In recent years, the poor behavior caused by power quality suppliers and performance problems severely restricts the progress of power grid construction and security. In response to this situation, this paper constructs a supplier performance evaluation index system from the supplier’s bad behavior; To avoid the drawbacks of the traditional expert subjective scoring model, an objective deduction system scoring method is proposed, and setting a fixed deduction score for each bad behavior;Finally, in order to treat suppliers with different orders or supply numbers fairly, the difference between"quantity"is considered after the basic deduction, and the mathematical model is introduced to quantify the indicators, then the scientific and reasonable supplier performance score is obtained.
