摘要
基于中国人民大学休闲经济研究中心的《国家休假制度改革调查(2017)》数据,探讨了北京市职工带薪休假满意程度。结果表明,北京市带薪休假落实率为62. 9%,高于全国平均水平;近半数群体因为工作太忙而无法享受带薪休假;四成群体在没有享受带薪休假情况下未能获得补偿;在带薪休假满意度方面,仅有四成职工对带薪休假制度感到满意。研究发现,用人单位带薪休假执行情况是影响职工带薪休假满意程度的最主要因素。建议带薪休假分步实施,完善带薪休假细则,建立奖惩机制;调动一切提高劳动生产效率因素,降低带薪休假成本;加强宣传,提高职工带薪休假权利意识。
Based on the survey data of the reform in national furlough system in 2017 released by Leisure Economy Research Center of Renmin University of China,the satisfaction degree of paid vacation of residents in Beijing is discussed.The results show that the implementation rate of paid vacation in Beijing is 62.9%,which is higher than the national average;nearly half of the groups are unable to enjoy paid vacation because of their rather busy work;the 40%group cannot get compensation when they are unable to enjoy paid vacation.Only 40%residents are satisfied with the paid vacation system in respect of paid vacation satisfaction.It is found that the implementation of paid vacation by employers is the most important factor affecting the satisfaction degree of paid vacation.It is suggested that paid vacation should be implemented step by step,the details of paid leave should be perfected,and the reward and punishment mechanism should be established;all factors should be mobilized to improve labor productivity,strengthen publicity and raise the awareness of employees right to paid vacation.
