摘要
共享单车是共享经济时代城市交通领域的新模式,它方便快捷和绿色出行的特点受到大众青睐。共享单车的出现满足了市民短程出行的需求,为共享经济的发展做出了贡献。但作为一个新兴行业,共享单车的发展必然面临着各种问题。为进一步加强共享单车的管理,分析城市共享单车的发展存在的问题及原因,如违规乱停现象严重、无序增长导致公共资源浪费、资金不足,并基于多中心治理的视角提出相应的解决路径:政府应加强管理,发挥主导作用;企业应完善管理制度,发挥决定性作用;市民应积极参与和监督,发挥主动作用。这些探究有助于推动我国共享经济的发展,实现共享单车"共享、共治、共赢"。
Sharing bicycle is a new model of urban transportation field under the background of the era of shared economy,which is convenient and efficient,and the characteristics of green travel are favored by the public.The sharing bicycle meets the citizen’s demand of short distance travel,making a contribution to the development of sharing economy.As a new industry,the sharing bicycle are facing with all kinds of problems.In order to promote the management of sharing bicycle,it summarizes the present situations and existing problems of sharing bicycle in cities.These problems are mainly related to the serious phenomenon of illegal stopping,which leads to the waste of public resources and the shortage of funds.The causes of the problem were analyzed and the corresponding solutions were put forward based on the perspective of polycentric governance.The government should strengthen management and play a leading role;the enterprises should perfect management system and play a decisive role;the citizens should actively participate in the management and supervision,and play an active role.These explorations can help to promote the development of China’s shared economy and realize the sharing,co-governance and win-win situation of shared bikes.
