我国学科评估制度的演变——基于制度变迁理论的分析 被引量:28

摘要 自20世纪80年代起,我国学科评估制度经历了试点探索、正式确立、全面发展以及中国特色学科评估制度体系的构建四个阶段。基于制度变迁理论的分析,我国学科评估制度变迁由行政力量主导,受工具理性驱使,以强制性变迁模式为主,遵循路径依赖下的渐进性变迁。这一变迁机制对我国学科评估制度未来的变革与发展,既有积极影响也有消极影响。我国学科评估制度改革的深化,应当健全学科评估制度改革决策的民主参与机制、疏通学科评估制度变迁行为主体间的互动渠道、适时采用重点突破的制度变革方式以及加强对学科评估制度改革本身的研究和反思。 Since the 1980s,discipline assessment in China has gone through four stages:the pilot exploration,the formal establishment of the discipline assessment system,the overall development of all kinds of disciplines assessment,and the promotion of the construction of the discipline assessment system with Chinese characteristics at present.Based on the analysis of institutional change theory,it can be seen that the change of the discipline assessment system is dominated by administrative power and driven by instrumental rationality,follows the mandatory change mode,and takes the path of incremental change under path dependence.The above change mechanism is a double-edged sword for the further reform and optimization of the discipline assessment system in China.In the future,it is necessary to improve the democratic participation mechanism for the reform policymaking of the discipline assessment system,to expand the interactive channels among the subjects of the discipline assessment system change,to promptly adopt the system change mode with key breakthroughs based on the incremental change path,and to strengthen research and reflections on the reform of the discipline assessment system.
