摘要 水电工程是技术密集型、劳动密集型、资源密集型行业,投入的队伍、人员、物资、设备等资源要素种类多、数量大,施工环境复杂,风险因素多变,对建筑市场准入管理要求严格。资源要素准入管理以现行法律为基础,以要素属性为标准,充分利用大数据、云计算、智能化等技术手段,确保合法与合格的人员、队伍、物资、设备等资源要素进入工程现场,严格规范资源要素在既定时间、空间发挥作用,确保工程建设质量、安全、进度、造价等管理目标可控受控。 The hydropower construction industry is a technology-intensive, labor-intensive and resource-intensive industry. The resource elements invested, such as the construction team, personnel, materials and equipment, are of a large variety and quantity. Also, the construction environment is complex and of variable risks. Thus, strict access management is required for the hydropower engineering construction market. The access management of resource elements should be based on current regulations and laws, and follow the element attribute standards. Technical means, such as the big data, cloud computing and artificial intelligence should be fully used to ensure that legal and qualified personnel, teams, materials, equipment and other resource elements be admitted into the project site. Thus, the resource elements can be fully exploited in the specified time and space, which ensures that the management objectives such as quality, safety, schedule and cost of the projects are controllable and under control.
