摘要
为更好地适应长三角地区日益多元的市场化服务需求,从影响高速铁路客运市场化运营的关键要素着手,分析客运市场化下高速铁路运营组织新特征,针对存在的运输供给与市场需求不适应、运力资源分布与运输组织要求不适应、生产组织模式与列车开行需求不适应、生产型考核激励与市场化经营模式不适应等问题,提出精准预测市场、优化设计产品、强化有效供给、加强考核激励和资源配置等高速铁路运营组织优化对策,引导以市场为中心的铁路运输资源高效合理配置,提高精准供给能力,进一步优化长三角高速铁路客运市场化运营管理。
To better adapt to the increasingly diversified market demand for services in Yangtze River Delta region,starting from the key factors affecting the high-speed railway passenger transport market operation,this paper analyzes the new characteristics of the high speed railway operation organization under the passenger market liberalization.Aiming at the existing problems such as the imbalance between transportation supply and market demand,capacity distribution and the requirements of the transport organization,the production organization mode and the train operation requirements,the production assessment incentive and market operation mode.In response to such problems,the optimization measures for high speed railway operation organization,such as accurately predicting the market,optimizing design products,strengthening effective supply,strengthening assessment and incentive and resource allocation,are put forward to guide the efficient and rational allocation of oriented market railway transportation resources,improve the precision supply capability,and further optimize the high speed rail passenger marketing operation and management in the Yangtze River Delta.
